Why doesn't the Unique Groups type show up when assigning Group Type Manager permissions?

Unique Groups is a built-in system type that cannot be edited, deleted, or have managers assigned to it. The fix is to create a new custom group type and move the relevant groups into it, then assign the manager to that type.
