One list is a start. If the answer to "who has gone quiet?" needs to be a process rather than a bookmark, that's a conversation rather than another tool.
A drifting list is everyone who has gone quiet: no attendance, no giving and no group activity inside a recent window. They are still on your roll, and they are no longer in your week.
Nobody announces it. Someone stops serving, misses a few Sundays in a busy season, and a year later nobody can say when they last saw them.
Run it weekly and it stays short — a handful of names rather than a report nobody opens. Give it to one person who will act on it, and the work is a text message or a phone call while the absence is still weeks old.
It is the list that produces a conversation instead of a number.
